Opatija Coffeeehouse Debates: Rights of the mentally ill

The discussion about the (human, civil, economic and political) rights of the mentally ill is extremely topical in the last few years, when discussions in the public and among experts were accompanied by appropriate legal changes. Answers to a number of questions, however, remain controversial, and there are often articles in the media that criticize a legal provision or medical practice. Whether and to what extent mental patients should have political (for example, the right to elect political representatives and to be elected by themselves) and economic (to dispose of their own or someone else's property) rights, and under what conditions forced psychiatric treatment of mental patients is justified, are just some of the current questions whose answers are not completely certain.

In order to get as close as possible to the correct answers to these questions, new panellists will help us in the discussion: Prof. dr.sc. Vlado Jukić from the Department of Psychiatry and Psychological Medicine at the School of Medicine in Zagreb, also the director of the Psychiatry Clinic “Vrapče”, and prof. dr.sc. Velinka Grozdanić, Head of the Department of Criminal Law at the Faculty of Law in Rijeka, permanent external scientific adviser to the Constitutional Court of the Republic of Croatia. It is important to point out that our panelists were members of the working group for drafting changes in laws concerning mental patients, and are leading Croatian experts in this field.
